Weatherization Assistance Program

The federally-funded Weatherization Assistance Program helps low- and extremely low-income reduce energy costs by improving the energy efficiency of their home. The process starts with a comprehensive energy audit, conducted by a trained professional. The auditor will visit the home, diagnose the home’s energy profile, and may prescribe the installation of one or more weatherization services. When the audit is completed, an independent contractor will install the required weatherization services. Following installation, the auditor will return to inspect and approve the work. Program participation requires some investment of time on multiple days by the homeowner, and someone 18 or over must be present when contractors are in the home. Homeowners and renters, at 200% of federal poverty guidelines, can apply.

Aging and Staging Homeowner Repair Program

Targeted to serve homeowners residing in census tracts 22/23 for families that are 50% of medium income and/or disabled. Rehabilitation to focus on immediate safety hazards including but not limited to furnaces, windows, roofs, electrical and plumbing repairs, smoke and carbon dioxide detectors, wheelchair ramps. A forgivable loan is pro-rated over a five-year period if the homeowner remains in the home and uses it as their primary residence.

Statewide Emergency Repair Program

The Statewide Emergency Repair Program (SERP) addresses emergency conditions threatening the health and safety of qualified Delaware owner-occupants and household members. The SERP provides emergency home repairs to qualified homeowners. The Delaware State Housing Authority (DSHA) has selected Milford Housing Development Corporation (MHDC) to administer the SERP. MHDC has formed statewide partnerships to provide service to qualified homeowners promptly.

Replace, Repair Heaters & Conserve Energy (RRHACE) Program

The Replace, Repair Heaters & Conserve Energy (RRHACE) Program is a statewide program that is available to help eligible low-income home owners repair or replace furnaces, boilers and other direct heating components necessary to keep the home’s primary heating source functional. All repair and replacement work are done by licensed contractors. In addition to assisting with repairs and/or providing new units, the program can provide for the performance of energy conservation measures on primary heating systems.

A Brush With Kindness

A Brush with Kindness is an effort to serve homeowners who live in low-income housing and struggle to maintain the exterior of their homes. Focusing on exterior home improvement services, such as painting, minor exterior repairs, landscaping, roofing and exterior clean-up, A Brush with Kindness provides current homeowners with the support they need to revitalize the exterior of their home. Targeted areas are determined by the organization.

The program offers home repair services to homeowners, so they can continue to live in safe, decent homes. The home repair work may include painting, landscaping, weatherization and minor repair services.

Basic Home Repairs for Seniors

Senior and disabled citizens can get modest low-cost home repairs at below market rates. This program has been designed to help seniors stay in their homes safe, secure and independent. Repairs include fixing broken doors, windows, locks, railings, steps, etc. A sliding scale is used to determine rates.
