About ARPA

The City of Wilmington has received an allotment of $55,345,780 in American Rescue Plan Act (ARPA) funds. Of that amount, $22 million has been set aside for the most ambitious Neighborhood Revitalization plan in the City’s history. The first phase will begin on the City’s historic East Side neighborhood and will include investments in new construction; full rehabilitation of existing homes; façade, system, and roof improvements for current homeowners; and the demolition of dilapidated and vacant properties.

The City is dedicated to the principles of Equity, Diversity, and Inclusion in the use of ARPA Funds. Our goal is to not only improve quality of life in our neighborhoods by increasing access to affordable housing, but also to provide employment opportunities to residents, minority-owned contractors, and disadvantaged business enterprises (DBE’s). We encourage everyone – especially minority-owned business and DBE’s – to get involved in this unprecedented effort.
