How does my company obtain a bid application?

To obtain a bid application, vendors must first register as a City vendor by competing a vendor application. Contact the Division of Procurement and Records at (302) 576-2423 for a bid application or download a copy of the application here.

The application is a fillable PDF form. Submit the completed, signed application by:

What happens if I am a disadvantaged business?

Disadvantaged businesses will be afforded full opportunity to submit bids in consideration for awards, and they will not be subject to discrimination on the basis of race, color, national origin, or sex.

How can I find out about current bids?

Bid notices are advertised in The News-Journal and also posted on the City's website.

Is there a fee for bid specifications?

There is no charge for bid specifications for materials, non-professional services, and professional services. You will be charged for construction plans and specifications.

How do I submit a bid?

Bids must be submitted in a sealed envelope and clearly marked with the proper bid number and vendor's name. Bids must be received by the date and time provided in the bid. No bid will be accepted after the date and time specified.

Can I attend a bid opening?

Anyone is welcome to attend a bid opening. They are open to the public.

Purchase Order - The City of Wilmington's written document to a vendor formalizing all the terms and conditions of a proposed transaction.
