DUTIES AND RESPONSIBILITIES

Individual contributor that provides administrative coordination for the registration and application process for prospective youth workers in the divisions’ Program Portals. Provide support in recruitment of private sector worksites and training to youth counselors and worksites in the year-around model for employment initiative. This position reports to the Youth and Families Manager. Additional responsibilities include:

  • Maintains all required documentation, records, case notes and reports in an organized, detailed, and complete manner.
  • Assists with grant account tracking, and data entry for all programs.
  • Manages work site agreements and provides oversight of meaningful, age-appropriate job tasks.
  • Classifies files and directs the filing of all materials in a large complex filing system.
  • Provides some supervision of limited-service employees for summer and academic season.
  • Processes large payroll for limited-service employees, which includes youth workers.
  • Assists with program training and supports recruitment of new partners.
  • Assists the division team with service delivery, operations, and events/activities as necessary.
  • Composes and types of routine correspondence and performs a variety of clerical duties.
  • Assists in developing new or revised procedures to simplify operations and improve departmental services.
  • Assembles, organizes and reports on collected data via the portal as needed.
  • Composes concise letters in response to inquiries about departmental policies and procedures
  • Performs all related work as required.

EDUCATION AND EXPERIENCE

A Bachelor’s degree in business, accounting, education, public administration, or a related field is preferred. Three years of increasingly responsible related experience of general office practices such as typing, accounting, data processing, and file management as licenses, certifications, any additional education.

  • Knowledge: Considerable knowledge of accounting principles and practices. Adequate working knowledge of computers and data systems. Proficient in MS Office Suite. Considerable knowledge of related spreadsheet applications. Working knowledge of youth job training programs in particularly those available in the New Castle County area.
  • Skills:  Excellent communication skills (written and oral).
  • Abilities Ability to establish and maintain effective working relationships with employees and the public.
  • Licenses: Possess and maintain a valid driver’s license with a good driving record.

CANDIDATE EVALUATION

Evaluation for this position includes reviewing the applicant materials, obtaining certification as a qualified applicant, and conducting a panel interview.

WORKING CONDITIONS AND PHYSICAL REQUIREMENTS

All selected applicants must pass a criminal background investigation, drug test, and pre-employment physical.

  • Location and Schedule: William G. Turner Jr. Building, 500 Wilmington Ave, Wilmington, DE 19801. Monday through Friday, 9:00 am – 5:00 pm, with occasional evening shifts due to the operational needs of the division.

Compensation encompasses both salary administration and a comprehensive benefit package:

  • Salary Administration: New employees are hired at the starting and up to median salary based on qualifications and internal equity. Annual merit increases are provided based on a satisfactory performance review.

Vision Plan: Unum (Powered by EyeMed). City of Wilmington offers two vision plans, Basic Vision coverage which is available if you enroll in medical insurance. Basic Vision Coverage which is no cost, and the Buy-Up Vision coverage is available at an additional cost.

Sick Leave: Accumulates at the rate of one day for each completed month of service, beginning after the first full month of employment.

Vacation: At least eight (8) hours* of vacation per month after the completion of the first six (6) months* of continuous employment until the next January 1. Each January 1 thereafter, employee will be credited with at least ninety-six (96) hours* of vacation for the calendar year, until the completion of five (5) years of continuous service.

Holiday: Eligible employees receive holiday pay from date of hire, View City Holidays

Life Insurance: The City agrees to provide term life insurance for each eligible employee for a maximum of fifty thousand dollars ($50,000.00) at no cost.

Pension: Eligible employees are able to participate in the State Pension Plan you will contribute 6% of your bi-weekly base pay.

Deferred Compensation Plan: Optional employee contributory plan available.

Live Near Your Work Program: Homebuyer Assistance program to provide up to $4,000 in homebuyers assistance for newly hired employees, first time homebuyers, and those employees choosing to purchase a residence in one of the City’s unique and culture-blended neighborhoods.
