PRIMARY FUNCTION

  • This is civil engineering work performed in the office and field with respect to planning, development, inspection, coordination, supervision, and management of public works transportation related projects and contracts.
  • Under the guidance of the Director of Transportation, the Transportation Engineer will provide technical review of transportation engineering and design projects. Duties to include coordinating with DelDOT, DTC-DART, WILMAPCO, consultants and other stakeholders in the development and operation of the statewide Integrated Transportation Management System.
  • Conduct research as needed to support the development of City transportation policy and initiatives and assist the Director of Transportation in project management.
  • Supervise and oversee operations and staff of the City's Traffic Division and Shop at the Municipal Complex.
  • May be required to represent Department of Public Works at community meetings and meetings with elected officials.

PRINCIPLE DUTIES AND RESPONSIBILITIES

  • Meeting regularly with the Director of Transportation to review City transportation needs, issues, and status.
  • Participate in engineering studies, investigations, and surveys relating to design, construction, and maintenance of transportation related systems.
  • Oversee development and upgrade of transportation database; ensure compatibility with transportation operations data as well as with other transportation information systems.
  • Coordinate City’s role in development of goods, movement, and intelligent transportation policies.
  • Assist in coordination with the public and private sector, and with the public.
  • Conduct research in the development of City transportation policy and initiatives.
  • Coordinate inventory of supplies, assist/manage in procurement of supplies and equipment.
  • Performs all related work as required to maintain daily workflow and employee management applications.

EDUCATION AND EXPERIENCE REQUIREMENTS

  • Graduation from an accredited four-year college or university with a degree in civil or transportation engineering and five years of working experience in the related field; or any combination of education and experience which provides a comparable level of the required knowledge, skills, and abilities.
  • Must possess and maintain a valid driver’s license with a good driving record and a Professional Engineer License (PE).
  • Knowledge of the principles of transportation planning, engineering, design, and operations particularly within an urban environment.
  • Possess a comprehensive understanding of the relationships between transportation, land use and social and economic factors both at the local and regional levels; ability to supervise employees in a manner conducive to effective performance and high morale.
  • Ability to maintain good and effective relationships with elected officials and the general public.
  • Ability to read, interpret, and draft civil engineering plans and specifications.
  • Knowledge of Geospatial Information Systems (GIS) to update and access asset information for task functions.

WORKING CONDITIONS

  • Normal work environment. While performing the duties of this job, the employee is frequently required to sit and talk or hear and use a computer. The employee is occasionally required to walk, use hands to finger, handle or feel objects, and reach with arms and hands.
  • The employee must occasionally lift and/or move up to 10 pounds.

Must pass a criminal background investigation, pre-employment physical, and drug test.

City residency is required within one (1) year of employment.

Sick Leave: Accumulates at the rate of one day for each completed month of service, beginning after the first full month of employment.

Vacation: At least eight (8) hours* of vacation per month after the completion of the first six (6) months* of continuous employment until the next January 1. Each January 1 thereafter, employee will be credited with at least ninety-six (96) hours* of vacation for the calendar year, until the completion of five (5) years of continuous service.

Holiday: Eligible employees receive holiday pay from date of hire, View City Holidays

Life Insurance: The City agrees to provide term life insurance for each eligible employee for a maximum of fifty thousand dollars ($50,000.00) at no cost.

Pension: Eligible employees are able to participate in the State Pension Plan you will contribute 6% of your bi-weekly base pay.

Deferred Compensation Plan: Optional employee contributory plan available.

Live Near Your Work Program: Homebuyer Assistance program to provide up to $4,000 in homebuyers assistance for newly hired employees, first time homebuyers, and those employees choosing to purchase a residence in one of the City’s unique and culture-blended neighborhoods.
