Credits and Fee Adjustments Appeals
The City of Wilmington’s Storm Water and Combined Sewer Overflow (CSO) management program is intended to minimize flooding of City streets and private property and reduce polution of City water ways from stormwater discharges.
All properties in the City pay a storm water charge depending on a parcel’s impervious area. The charge appears on the water/sewer bill. Any customer who believes that their bill is inaccurate can appeal for a fee adjustment. A fee adjustment will be made if it is determined that the property has been assigned to the wrong parcel class, the gross parcel area is incorrect or if the impervious area used in the computation is incorrect. Owners of non-residential properties can also apply for credits if they have installed stormwater management sytems on their property.

- Are you requesting fee adjustments because of an inaccurate determination of storm water class assignment, gross parcel area, or impervious area?

The Department of Public Works will review each application and send a written disposition (Form D) to the applicant.
