- Oversees the operation of eight City of Wilmington Pension Plans:
- Non-uniformed Plans I, II, and III
- Police Pension Plans of 1948 and 1984
- Fire Pension Plans of 1948 and 1984
- Park Police Pension Plan
- Assists with the administration of the State of Delaware County and Municipal Police and Fire Pension Plan and the General Pension Plan (for all Police Officers and Firefighters hired after July 1, 1991 and non-uniformed employees hired after July 1, 2011). - The City Treasurer's Office coordinates the regular meetings of the various Pension Boards and the Pension Commission.
- The City Treasurer's Office Pension Division maintains data and records for all pensioners, is responsible for the distribution of all pension checks, coordinates with the banks to ensure accurate direct deposits, and is responsible for the timely payment of federal and state taxes.
- The Pension Division also works on a regular basis with actuaries to plan and coordinate studies and biannual valuations.
- Pension Fund assets are invested with a number of investment managers. The City Treasurer's Office works closely with the Pension Advisor to monitor the performance of these managers and suggests changes to the Pension Boards as needed.
